The Committee of Call for tenders
The Committee of Call for tenders consists of members with deliberative voice who arise from the Permanent Office. It has for roles:
- To examine applicationsand offers in case of call for tenders,
- To eliminate the offers not corresponding to the object of the market,
- To choose the offer economically the most advantageous and attribute(award) the market,
- Where necessary, to declare the fruitless call for tenders
- To express its favorable opinion for the commitment of a procedure negotiated by the person responsible for markets.
Except emergency authoritarian, the Committee of Call for tenders intervenes necessarily at the end of procedure to attribute the market in view of a proposal of classification of the offers realized by the power seller.

The Advisory committee of the Local Public services
The creation of the Advisory committee of the Local Public services ( CCSPL) translates the will to develop an approach of participation citizen by creating new relations with the users.
This creation has to answer the following main objectives:

place the user in the heart of the missions of local public services, develop a culture of the user, take into account better the waits and the aspiration of the users,
-
modernize the governance and the management of the quality of the local public services, improve the quality and the efficiency of public services,
-
enrich the project ownership of public services by the development of a control of use in the fault in particular of the examination of the activity, the quality and the price of public services, in contact with users' associations,
-
Contribute to the legibility and to the efficiency of the public action to establish a confidence renewed between the institution and the citizens.
Cette commission s'inscrit dans le cadre de la loi sur la démocratie de proximité du 27 février 2002. Elle est obligatoire pour les établissements publics de coopération intercommunale de plus de 50 000 habitants.

The CLIS
The Local Committee of Information and Surveillance (CLIS) is a structure of information and dialogue necessarily organized by certain installations classified for the environmental protection, in France.
It has a general mission of information of the public in safety and in follow-up of the impact of the activities of the installation classified on the persons and the environment directly or indirectly (via for example the fallouton the agriculture, the water, the environment).
Its work aims at minimizing the risks relative to these installations, including in the event of an accident, by a better information of the local residents and the stakeholders.
The committee meets at least twice a year. It produces an annual report. It organizes a regular information of the public about its works and about the information which are communicated with him (by the developers, the Authority of nuclear safety, the other services of the State).
